DULUTH, MN (KDAL) - An 18 year veteran of the Duluth Police Department has been formally charged with theft for an incident in December of 2011. 42 year old Officer Michelle Rafferty is accused of stealing about 150 dollars from another police officer's locker on December 15th. Officer Rafferty has been on administrative leave since December 30th, pending the resolution of the ongoing investigation.
