(St. Paul, MN)  --  Iron Range Democrat Tom Rukavina  [[ roo-cuh-VEE'-nuh ]] says a bill passed last night that reduces funding for state colleges and universities, "stinks to high heaven."  He warns the bill could force campuses to close.  House Higher Education Committee Chairman, Fergus Falls Republican Bud Nornes bill caps tuition increases to four-percent at state universities and two-percent at state colleges.  Nornes says U of M officials have agreed not to increase tuition more than five-percent.
